If the fan came on when the radiator was not warm, cold air would be pushed round the room... which would defeat the object! (NB 32 degrees celsius is the radiator temperature NOT the room temperature. A typical radiator contains water that will be heated to 70 to 90 degrees celsius when hot.) This will depend on how you use the Radiator Booster, and for how long.
